(1) In accordance with clause (1) of Article 275 of the Constitution, if a decision on a matter of national importance is necessary through a plebiscite, a quarter of the total number of members of the Federal Parliament may sign and notify the General Secretary of the proposal related to the plebiscite. If it is necessary to make a decision by means, the concerned minister may give notice of the proposal related to plebiscite to the General Secretary. (2) After receiving the notification according to sub-rule (1), the General Secretary shall submit the proposal related to plebiscite to the Speaker and the President.
